If a player deliberately touches the ball with his hands or arms by moving his hand/arm towards the ball, he/she will unnaturally enlarge his/her body with his/her hand/arm, increasing the risk of his/her hand/arm touching the ball, even accidentally scoring a goal with his/her hand/arm or after touching the ball with his/her hand/arm If he does, he will be deemed to have violated the rule.
The changes, which will come into effect on 1 July, will be implemented in EURO 2020. With the entry into force of some amendments to Article 12 of the Football Laws of the Game regarding fouls and abuses, it has been clarified that not every touch of the player's hand/arm to the ball will be a violation.
