A New Model in OHS Audits

With the new model introduced for Occupational Health and Safety inspections, a sector-oriented 'appropriateness' audit model was introduced.

In the OHS inspections carried out by the Ministry of Labor and Social Security, inspections continue with the new model, which was put into operation for the first time in 2022. With the new audit model, 1000 OSGB (Common Health and Security Units) were audited.

Within the scope of the Occupational Health and Safety Law, employers are obliged to employ a workplace physician and occupational safety specialist. If there are no personnel with occupational physician and occupational safety specialist qualifications among their employees in their own workplaces, the employer can fulfill this obligation by receiving services from OSGBs.

90 percent of the workplaces receive service from 2,462 OSGB, which is authorized throughout the country. OHS inspections are carried out by the General Directorate of Occupational Health and Safety.

It was announced by the Ministry that changes will be made in September 2021 in the inspections organized for the improvement of occupational health and safety activities in workplaces. In this context, audits were started in the new application model in line with the "Common Health Security Units Audit Guide".

OHS inspections were started with the new model introduced in the construction, mining, agriculture and metal sectors, which were determined as priority sectors at the first stage. In the sectors where OSGBs serve, on-site controls were made during the work, and audits were started with the 'in-place' model.

As of 2022, when the new model was first implemented, 1000 OSGB were inspected and administrative fines were applied in cases of violation of the legislation.
