 Import Control System 2 - ICS 2


The new IT system ICS 2, created for receiving data on all goods entering the European Union, comes into force. With the transition to ICS 2 - Import Control System 2, which covers the goods transported by air, it is planned that other transportation modes will be put into use after a short time.


The new IT system ICS 2, created for receiving data on all goods entering the European Union, comes into force. With the transition to ICS 2 - Import Control System 2, which covers the goods transported by air, it is planned that other transportation modes will be put into use after a short time.
The European Union has started to implement a new customs security and safety program supported by ICS 2 for pre-arrival cargoes. It will become mandatory for Economic Operators (EO) to report their safety data to the Import Control System via the Entry Summary Statement (ENS). With the Import Control System 2 - ICS 2, it is aimed to facilitate the detection of high-risk shipments by the European Union Customs authorities. At the same time, another aim is to facilitate the exchange of information between EO (Economic Operators) and European Union Customs Administrations.
Import Control System 1 - ICS 1, the first phase of which came into effect on March 15, 2021, covers fast cargo transportation, postal operators and third country postal operators. The second version of the Import Control System is planned to enter into force on March 1, 2023. In addition to Version 1, Version 2 will include logistics service providers and freight forwarding and air freight. One year after the entry into force of ICS 2, that is, on March 1, 2024, sea, rail and road transport types will also be covered.
