Carbon Emission Regulation in Sea Freight
The update of the regulation on "Monitoring, Reporting, and Verification of Carbon Dioxide Emissions from Maritime Transport (MRV)" by the European Union (EU) entered into force. The regulation update published in the EU Official Journal dated 16 May 2023 and numbered L130 has entered into force.
The updated regulation was adopted by the Council of Europe and the European Parliament in 2015. As of January 1, 2018, the monitoring, reporting, and verification of carbon emissions have become obligatory for ships carrying cargo and passengers for commercial purposes over 5 thousand GT that call at European Economic Area (EEA) ports, regardless of the flag they carry or the country they belong to, as of January 1, 2018.
With the new update, in addition to carbon dioxide emissions, methane gas, and nitrogen protoxide emissions are also included in the application. In the regulation update, the greenhouse gas emissions released during the voyages of the ships with more than 5 thousand GT carrying cargo and passengers for commercial purposes to the ports in the covered areas are included in the EU Emissions Trading System.
As of January 1, 2025, general cargo ships between 400 - 5 thousand GT and offshore ships over 400 GT will also be included in the scope of the relevant regulation regarding greenhouse gas emissions during their voyages to the ports in the said regions. As of 2025, the relevant ship operators will be required to submit the emission data for the previous year to the authorized bodies between 28 February and 31 March each year.
