After the pandemic and the Ukraine war that took place after it, the support for the logistics industry is increasing with its role has come to the fore again in the global sense. The content of the support for the investments to be made abroad regarding the logistics sector has been expanded. Within the scope of the support, the incentives provided to those who export logistics services will now be provided to logistics agencies. In addition, warehouse investments were included in the scope of the incentive, while the conditions for benefiting from these incentives were made very flexible.
With the pandemic and the Russia-Ukraine war that followed, it was understood that one of the important sectors of global trade is logistics. After that, the Ministry of Commerce expanded the scope of incentives for this sector by listening to the needs and wishes of logistics sector employees. In this way, logistics agencies that do not carry out direct transportation activities, but are within the scope of the sector, are also enabled to benefit from incentives for foreign investments that carry out service exports. Therefore, on April 14, 2023, some changes were made in the Circular on Implementation Procedures and Principles for Logistics and Transport Services of Decision No. 5448 on the Defining, Classification, and Support of Service Exports. The changes made are as follows:
- The activities carried out for the agency business were included in the logistics and service sector support framework.
- Investments made for warehouses and warehouses abroad were included in the unit support, similar to the offices.
- The requirement for at least 8 beneficiaries to form the sectoral trade delegation has been reduced to 5.
- To ensure that the support programs are extended to the base, the required turnover requirement for the businesses that will be supported has been removed.
- 17 new documents and certificates were included in the scope of market entry documents support.
