The Law Amending the Press Law and Some Laws was adopted on 13 October 2022 and published in the Official Gazette numbered 31987 and dated 18 October 2022.
With the amendment, different types of press cards were determined. Accordingly, five types of press cards were envisaged as "duty press card", "time press card", "temporary press card", "free press card" and "permanent press card".
Press card attached to duty for press officers who are Turkish citizens and work for a media organization, press cards for foreign media members working in Turkey, temporary press cards for foreign media members who are temporarily in Turkey, free press cards for those who work as freelance journalists abroad and media members with a professional seniority of eighteen years or more will be given a permanent press card valid for life.
The number of members of the Press Advertisement Institution General Assembly, which was thirty-six before the law, was increased to forty-two. The most striking provision of the law is Article 29, which provides for imprisonment. According to this article, article 217/A is added after article 217 of the Turkish Penal Code No. 5237. With the new article added, a prison sentence is foreseen for anyone who publicly disseminates information in a way that is suitable for disturbing the public peace, contrary to a fact related to national security, public order and general health, in order to create anxiety, fear or panic among the public. The punishment for this person will be between one year and three years. If the perpetrator commits the crime by concealing his real identity or within the organization's activity, the penalty will be between one and a half years and four and a half years.
