The Council of State Canceled the Oral Exam whose Questions and Answers were not Recorded
The Council of State, in its principle decision numbered 2020/247, canceled the exam of the candidate who was not tested in the oral exam for promotion. In the decision, the principles of career and merit was emphasized.
In accordance with the decision numbered 2020/247, which is among the principle decisions of the Council of State for 2020, it was decided to cancel the exam of promotion for the civil servant as it was not duly conducted. In the decision, it was stated that it is obligatory for the validity of the oral exam to determine the questions to be asked in the oral exam in advance, to write them in the minutes, to record the questions asked and to include which member gave which score to the answers given by the candidate separately in the minutes.
