The interim progress and evaluation report of the "Increasing the Efficiency of the Administrative Judiciary and Strengthening the Institutional Capacity of the Council of State" Project, which is carried out between Turkey and the European Union to increase the efficiency of the Administrative Judiciary, has been published.
After the report titled 'Preliminary Evaluation Report and Suggestions for the Preparation of the Reform Roadmap' published in July 2020, the interim progress and evaluation report, which is the second report published on the project, includes some evaluations regarding the progress of the project. The report prepared for the project covering the years between 2020 and 2023 is a very important document in terms of showing the current state of the administrative justice system in Turkey.
The Interim Progress and Evaluation Report makes comments by considering and evaluating the headings in the document titled Roadmap published in March 2022. These titles and targets are under six headings, which are: 'Reducing the Workload of Administrative Courts', 'Human Resources: Improving Professional Capacity', 'Increasing Quality, Performance and Efficiency', 'Facilitating Access to Justice And Increasing Satisfaction with Services', 'Administrative Trial Procedure', 'Simplification And Increasing Its Effectiveness' and 'Strengthening The Institutional Capacity Of The Council of State and Promoting the Unity of Jurisprudence'.
The interim evaluation report also mentions that the translation of the book titled “Administration and You” into Turkish, which was prepared by the Council of Europe and published in October 2018, is a positive approach and also mentions some concepts and mechanisms related to this.
