With the regulation that came into effect after being published in the Official Gazette on April 1, 2022, amendments were made to the Consumer Law and the Law of Condominium Ownership.
With the changes made, the consumer protection in the laws was increased by granting new rights to the consumers. The amendments entered into force as of October 1, 2022. Before the change, banks required the consumer to have insurance in order to give loans to consumers, and they even had life insurance without the consumer's knowledge with the documents they had signed by the consumer. With the entry into force of the amendment, financial institutions will also be prevented from requiring insurance to provide financing to consumers.
The seller will no longer be able to demand the entire debt from the consumer in debts where the consumer cannot pay his debt for various reasons and defaults. The seller's ability to do so will depend on the consumer not having paid one-tenth of the debt.
If the consumer pays the consumer loan debt early within fourteen days and closes the entire debt, he will not have to notify the financial institution because of this. If the order is not delivered to the consumer within thirty days, the consumer will be able to terminate the contract.
The consumer will not be required to state any reason for termination. Sellers selling second-hand electronic devices will give the consumer a minimum one-year warranty. A fine of 500 thousand liras will be applied to those who make sales transactions without obtaining a certificate of authorization. Those who do repairs without being affiliated with any manufacturer will have to use the phrase 'special service' in their advertisements and signs. Those who do not comply with the obligation will be fined 5 thousand liras.
