In the strategic plan, situation analysis, future outlook, strategic development, and processes of monitoring, evaluation and reporting were included respectively. In the salient "objectives and targets" section of the four-year plan, four main objectives were listed: reinforcing judicial activities, increasing performance and efficiency, developing physical and technical infrastructure, reinforcing institutional capacity. The strategic plan consists of 110 pages.
