 What Does the Literature Say for Post-earthquake Shelter Solutions?




Policy Analyst Cihat Baluken “What does the literature say about post-earthquake shelter solutions?” An evaluation note was prepared. The study was conducted for the Economic Policy Research Foundation of Türkiye.

The earthquake, the center of which is Kahramanmaraş, caused a very high rate of destruction and damage in a large geography covering 11 provinces. Two earthquakes with a magnitude of 7.7 and 7.6, which occurred in the Pazarcık and Elbistan districts of Kahramanmaraş on February 6, 2023, have affected 11 provinces including Şanlıurfa, Osmaniye, Malatya, Kilis, Kahramanmaraş, Hatay, Gaziantep, Elazığ, Diyarbakır, Adıyaman and Adana. caused high levels of loss of life and property. According to TEPAV's estimations, 40% of the building stock in the region suffered minor, moderate, and severe damage and collapsed due to the earthquake.
Considering this huge destruction caused by the earthquake, Turkey's construction capacity, and development needs, it was predicted that the reconstruction would take 5 years.

According to the building occupancy permit obtained in 2022, 650 thousand independent units, which were destroyed after the earthquake and needed to be demolished, are approximately 7 times the number of residences. When we look at Turkey in general, it is seen that it is above the usage permit (Aydın Özüduru, B., 2023).

It is predicted that bringing the residential areas back to life in the earthquake zone will be both a complex process that will take many years. It is an extremely important issue to revive this process not only in housing production but also in commercial life. Therefore, it is emphasized that the post-earthquake reconstruction process should be measured and designed well (Sak, G.,2023).

There are many studies on national and international platforms on the steps to be taken in the academic and professional field regarding the post-disaster sheltering problem and permanent policies for improvement. Shelter solutions differ according to the type of disaster, the geography, and the time passed after the disaster. This situation may turn out to be more complex than previously thought.

This evaluation note aims to shed light on the concept of post-disaster shelter and solutions for post-disaster recovery processes.
