According to the SGK February 2023 monthly insured and financial statistics published by SGK on May 3, 2023, the financial situation is as follows. EYT (Retirement Age) and earthquake zone data have not been added to these findings yet.
While the total financing deficit is expected to be 59.1 billion TL until the end of 2023, the total financing deficit of the institution reached 23.1 billion TL only in January-February 2023. This indicates that the deficit will be much larger than expected at the end of the year.
Budget transfers, consisting of additional payment transfers, postpaid payments, state contributions, GSS (General Health Insurance) premiums for those who cannot pay, and the amount transferred to the institution within the scope of incentives and deficit financing, totaled 109.76 billion TL in January and February 2023. Considering previous years and inflation, the figure remains high.
It is seen that in January-February, a total of 1 million 121 thousand people were excluded from social insurance coverage, and 580,000 employees were dismissed.
SGK's budget is not included in the central government budget and the 2023 budget is the highest budgeted public institution in Turkey. This budget corresponds to about a quarter of the 2023 central government budget.
If the post-election social security system is not restructured or the government does not find debt and increase budget transfers, it seems very difficult to pay health expenses and pensions.
