The European Union Commission announced the package containing new regulations regarding the European Union Customs Union reform. In the statement made, for the administration of the Customs Union, an effective cooperation and cost-effective partnership framework based on risk management was established between enterprises and institutions, and those who carry out commercial activities within this framework, ensure that the information needed for customs in export and import transactions is called "European Union Customs Data Center". will be transferred to the new common system.
It was stated that logistics and warehouse businesses will enter the information about the processes of goods and services into this system, and it will be ensured that the development of this system will be expanded to all commercial activities, including supply chains.
With the new system, Customs and relevant authorities will be able to intervene before loading, at the entrance, and/or at the transportation or final destination within the European Union, according to the risk analysis regarding any shipment. It is stated that the relevant data center will be opened to electronic commerce deliveries in 2028 and to all other businesses in 2032.
It was stated that the new system to be put into practice will replace the existing customs information technology infrastructure and will become mandatory as of January 1, 2038.
It was stated that in this new system, artificial intelligence will be used, a transition from the declaration-based customs system to a more secure data-based system will be made, and in this way, the bureaucratic operations of the enterprises will be simplified, the process will accelerate and significant savings will be achieved.
