The European Union (EU) has implemented the second phase of the Import Control System 2, in short ICS2, known as a new advanced cargo information and risk management platform. While doing this, the main focus has been to protect the safety and security risks that may be caused by the goods entering the EU.
This phase of ICS2 consists of new data requirements and processes that must be complied with before reaching the external border points of the European Union with the shipment of products from a third country. The fact that the economic operators affected by these differences do not obtain the needed information from their customers and do not transfer them over ICS2 will be the reason for the customs administrations interested in the subject to carry out the necessary activities to ensure compliance before and during the arrival of the goods at the external borders.
This program, known as ICS2; was created within the scope of cooperation between organizations with the European Commission and the customs administrations of the Member States. The program in question allows for further customs inspection of the goods to be shipped before they are transported to a third country and before they reach the EU external border lines. In addition to higher data quality and improved customs risk management, it offers measures to reduce customs risk and a more effective risk-focused approach to managing external border points. As a result, this practice allows EU customs to recognize risks much earlier and respond to any threats at the appropriate stage of the supply chain. Apart from all these, this program also allows for more effective inspection of unsafe goods placed in small e-commerce packages.
The next phase of ICS2, phase 3, will be implemented after March 1, 2024, and will cover the sea, train, and road transport activities.
